The 5th Plenary (Expanded) Session of the 4th Party Committee and the 2024 Summer Work Seminar Held

From August 19th to 23rd, SDUT held the 5th Plenary (Expanded) Session of the 4th Party Committee and the 2024 Summer Work Seminar at the Student Art Center Hall of SDUT. The event centered on studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the key points from his important speeches during his visit to Shandong, his significant remarks on education, and the spirit of the 3rd Plenary Session of the 20th CPC Central Committee. Participants discussed the new trends, tasks, and requirements facing higher education, listened to expert reports, engaged in group discussions on development, shared work reports, reviewed work of the first half of the year, planned tasks for the new semester, and carried out warning education. The event aimed to further promote strict Party governance and strive to open a new chapter in the high-quality development of SDUT.

HU Xingyu, Secretary of the Party Committee of SDUT, and LI Yuxia, President of SDUT, attended the meeting and delivered speeches. Additionally, members of SDUT’s leadership team, the president’s special assistant, all mid-level cadres, members of SDUT’s Academic Committee, and heads of the Faculty Committees of various schools were also present.

In his speech, HU Xingyu reviewed and summarized the work undertaken by the Party Committee of SDUT in the first half of the year. He highlighted the key tasks that should be given priority in the upcoming period and laid out the requirements for boosting morale and promoting the high-quality development of SDUT.

 

HU Xingyu summarized and reviewed the main work of the Party Committee of SDUT in the first half of 2024 from four key aspects: the deepening progress of comprehensive and strict Party governance, the steady improvement in the quality and effectiveness of ideological and cultural work, the continuous enhancement of vitality in grassroots organizations and the cadre team, and the increasingly evident results of Party leadership in driving the development of SDUT.

HU Xingyu emphasized that in the upcoming period, six key areas of work need to be prioritized. First, strategic planning and layout need to be deepened. Secondly, SDUT should move towards “The State Council of the People’s Republic of China” and strengthen industry-university-research cooperation. Thirdly, SDUT should focus on critical points and make breakthroughs in talent development. Fourthly, SDUT should deepen reforms to invigorate organizations and personnel. Fifthly, cadre team building should be strengthened to play a leading role as the backbone of SDUT. Sixthly, SDUT should uphold discipline and integrity to safeguard the development of SDUT.

HU Xingyu stressed that a positive attitude is crucial for all work, influencing the development of SDUT and the realization of its strategic goals. First, love SDUT as your home, be willing to dedicate yourself, and further establish a big-picture mindset that prioritizes the development of SDUT. Secondly, take proactive actions, seize opportunities, and further enhance the sense of mission in assuming responsibilities. Thirdly, engage in learning and research, plan effectively, and further strengthen the ability to undertake and innovate. Fourthly, have a broad vision, maintain high standards, and further improve the quality and efficiency of the development of SDUT. Fifthly, be resilient, tackle challenges, and further strengthen an unyielding and determined will.

LI Yuxia reviewed the work of various schools and departments over the first half of 2024, summarized the progress of SDUT, analyzed existing problems and challenges, and laid out the work plan for the second half of 2024.

LI Yuxia fully affirmed the work and achievements made by various schools and departments of SDUT in the first half of 2024. She systematically summarized the progress of SDUT from six aspects: discipline development, talent introduction and cultivation, talent training, scientific research and innovation, social services, comprehensive service support, and deepening reforms. She praised the achievements in the development of PhD programs and the faculty teaching competitions and provided further analysis and emphasis on related work.

LI Yuxia conducted an in-depth analysis of the standing of SDUT compared to other universities in Shandong province in terms of first-level discipline PhD programs, talent-related indicators, scientific research indicators, and funding metrics, highlighting existing issues and challenges.

LI Yuxia stressed that six key areas of work should be prioritized in the second half of 2024. First, give prominence to the leading role of discipline development and deeply implement the strategy of strengthening advantageous disciplines. Secondly, address talent recruitment and cultivation to achieve breakthroughs in building a high-level talent team. Thirdly, implement the fundamental task of fostering virtue through education and comprehensively improve the quality of talent training. Fourthly, strengthen organized research to enhance scientific research and social service capabilities. Fifthly, improve comprehensive service levels to ensure strong support for the rapid development of SDUT. Sixthly, deepen comprehensive reforms to fully unleash development momentum.

Members of the meeting watched a film of warning education. NIE Faliang, member of the Standing Committee of the Party Committee, Secretary of the Discipline Inspection Commission, and Head of the Discipline Inspection and Supervision Team stationed at SDUT by the Provincial Commission for Discipline Inspection and Supervision, reported on some of the disciplinary and illegal cases handled by SDUT since 2023. 

At the meeting, six experts delivered insightful presentations and engaged in on-site discussions on relevant topics. The speakers included: BIE Dunrong, member of the Ministry of Education’s Expert Committee on Undergraduate Teaching Evaluation, professor, dean, and PhD supervisor at Xiamen University’s Institute of Education; ZENG Haibo, recipient of the National Science Fund for Distinguished Young Scholars, leading talent in the National “Ten Thousand Talents Plan,” and dean of the School of Materials Science at Nanjing University of Science and Technology; WANG Kehua, member of the Theory Lecture Group of the Publicity Department of the Shandong Provincial Party Committee and Director of the Research Office of the Provincial Department of Industry and Information Technology; GUO Tiecheng, recipient of the State Council Government Special Allowance, head of the National Innovation Strategy Research Group; GAO Fuyi, middle-aged expert with outstanding contributions to Shandong Province, deputy director and researcher at the Shandong Academy of Macroeconomic Research; and PU Junlin, Deputy Secretary of the Party Committee and Director of the Organization Department at China University of Petroleum (Beijing). The experts each gave in-depth presentations on topics such as: “The Development of Higher Education and First-Class Talent Cultivation in Local Universities,” “Promoting Comprehensive Deepening of the ‘Trinity’ Reform of Education, Science and Technology, and Talent, and Exploring a ‘Coupled and Synergistic’ Model for First-Class Discipline and Program Development,” “Thoroughly Studying and Implementing Xi Jinping’s Economic Thought: Leading the Way in Promoting New Industrialization through Comprehensive Deepening of Reform,” “The Science and Technology Innovation Strategy in the Takeoff Stage of a Great Power,” “Accelerating the Cultivation and Growth of New Productive Forces to Deepen High-Quality Development,” and “Adhering to the ‘Five Integrations’ to Advance the ‘One Integration and Double Excellence’ Initiative.”


The heads of various schools and departments gave exchange speeches, introducing the progress and completion of tasks in the first half of 2024 and the summer vacation, the main issues encountered, and their plans for the new semester. The attendees were divided into 13 groups for in-depth discussions on key tasks such as discipline and program planning and discipline development.
